I assume that this was meant for mainly comic effect. People don't convene for a drinks in order to stamp a savage message into the nose of authority.</description>

Which smoking ban?  Not the one on the tube, presumably, which dates from the 1980s, finally banned everywhere after the Kings Cross fire.  It's hard to kill 31 people with a can of lager, after all.</description>
